POPIA refers to PAIA which states that the CEO or equivalent or any person appointed by that person is the Information Officer. Accountability still remains with the CEO or equivalent. In an Estate, the equivalent to the CEO should be the Estate Manager.  A Deputy Information Officer can be appointed to help carry out the responsibilities of the role but as mentioned, the Information Officer/Estate Manager remains accountable for ensuring compliance on an ongoing basis. The appointment is required by Condition 1: Accountability.
